The historic park lies on either side of the city's main thoroughfare, Șoseaua Kiseleff. It was founded in 1832 according to the design of the German landscape architect Wilhelm Mayer. Various cultural and artistic events are regularly held in the park.

The park was build by George Bibescu and his brother, after 1832 the year of construction of road Kiseleff, replacing the forest that was here. The architect is Wilhem Mayer.
